Odesa Oblast

The Odesa Regional Council is a local self-government body that represents the common interests of territorial communities, villages, towns, and cities within the powers defined by the Constitution of Ukraine and the Law of Ukraine “On Local Self-Government in Ukraine”, by other laws of Ukraine, as well as powers transferred to it by rural, village and city councils.

Odesa region is the largest region in Ukraine, covering an area of 33,300 square kilometers, 5.5% of the territory of Ukraine. The population of Odesa region is 2461.3 thousand people.
The region consists of 7 districts, 1123 villages, 19 cities, and 91 territorial communities. The administrative center of the region is the city of Odesa, one of the largest cities of Ukraine, an important transport, industrial, scientific, cultural and resort center.

INVESTMENT ATTRACTIVENESS
• Favourable geographical position. Odesa region is a coastal and border region of Ukraine, located in the extreme southwest of the country. The state borders of Ukraine with Romania and Moldova pass through the territory of the region. In the south, the Odesa region extends to the Black Sea. The length of the sea and estuarine coasts from the mouth of the Danube River to the Tylygul estuary reaches 300 km.
• Sufficiently developed and extensive infrastructure, with high capacity, availability of means for transportation of large and massive cargo. The powerful cross-industry transport complex of Odesa is represented by all types of transport – railway, road, water (sea and river), pipeline, aviation, electric (communication).
• Available tourism and recreation potential of the region.
• Favourable agro-climatic conditions for the development of animal husbandry and cultivation of almost all agricultural crops.
• Developed network of nature conservation areas.

SMART SPECIALISATIONS
The current Development Strategy of the Odesa Region for the period 2021-2027 (approved by the decision of the regional council dated 03.03.2020, in the version dated 04.16.2021) defines strategic priorities, the implementation of which will ensure synergy in the achievement of operational goals, and therefore a higher probability achievement of strategic priorities.

Development Strategy of the Odesa Region for the period 2021-2027

INTERNATIONAL COOPERATION
International cooperation of the Odesa Regional Council aims to support the development processes of the region by establishing and deepening contacts with foreign partners, implementing projects, as well as increasing participation in large European interregional organizations:

  • Assembly of European Regions
  • Association of European Border Regions
  • Association for Cross-border Cooperation “Lower Danube Euroregion”
  • Conference of Peripheral Maritime Regions
  • Assembly of European Wine Regions

Odesa region has close ties with many countries of the world, in particular, 25 diplomatic institutions of the countries of the world operate on its territory, of which 9 are general consulates, 17 honorary consulates. The Regional Representation of the Consultative Mission of the European Union operates in Odesa, and the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) currently operates in Chisinau (Republic of Moldova).
The United Nations Hub operates in Odesa, where various UN agencies are represented: the UN Monitoring Mission on Human Rights in Ukraine; United Nations Office for the Coordination of Humanitarian Affairs; Food and Agriculture Organization of the United Nations; World Health Organization; United Nations Children’s Fund; Office of the High Commissioner for Refugees; International Organization for Migration; World Food Program; United Nations Development Programme.
Odesa region has other important international partners who actively support and work in the region. They include international non-governmental organizations, the International Medical Corps (ACTED, CORE, ISRAAID, INTERSOS, NRC, Medicine du Monde), as well as governmental organizations (USAID, GIZ).
