In the conditions of a long-term full-scale military aggression of the Russian Federation against Ukraine, the work of authorities and financial resources are focused on the implementation of measures to increase the state’s defense capabilities, the proper functioning of civil infrastructure and the creation of conditions for the safe life of the population.
As a result, the socio-economic situation in the region generally remained stable and predictable. The region has a sufficiently developed industrial potential. Currently, more than 1,000 enterprises operate in the field of industrial production, which work in all main types of activities, in particular, the supply of electricity, gas, steam and air conditioning, the production of food products, beverages and tobacco products, rubber and plastic products, and other non-metallic mineral products.
In 2023, positive trends were observed in industrial production. According to preliminary data, the production of industrial products increased by almost 15%, and its realization exceeded UAH 100 billion and increased by more than a quarter compared to the previous year.
One of the priorities is the development and support of entrepreneurship. In 2023, 1,176 preferential loans in the amount of UAH 3,630.3 million were granted to small and medium-sized enterprises of the region under the state program “Affordable loans 5-7-9%”. The received financial resources are generally aimed at the implementation of investment projects, refinancing of previously issued loans, replenishment of working capital.
At the beginning of 2024, 136 enterprises with foreign capital worked in the region. Despite the difficult economic situation, the business of Khmelnytskyi almost did not reduce the pace of foreign economic activity. Trade operations were carried out with partners from 115 countries of the world. In 2023, the export of goods amounted to 777.9 million dollars. USA or 99.7% compared to 2022, import – 660.2 million dollars. USA or 93.3 percent. The positive balance was 117.7 million dollars. USA. In the total volume of export of goods, the largest specific weight was products of plant origin (38.2%), ready-made food products (14.4%), fats and oils of animal or vegetable origin (13.2%), various industrial goods (7.3 %), machines, equipment and mechanisms, electrical equipment (7.2%).
As of January 1, 2024, 19 enterprises with the right to produce organic products were registered in the region. The main areas of their activity are the cultivation of fruit and berry products and nuts, the collection of wild plants, the production of grain, honey, and eggs. About 5,000 hectares of land have the status of organic.
Measures aimed at creating a safe educational environment in educational institutions are being implemented in the region. Currently, 1,303 educational institutions operate in the region, including 649 – preschool education; 531 – general secondary education with 36 branches; 64 – extracurricular education; 23 – professional (vocational and technical) education and three training centers at penal institutions; 20 – vocational pre-higher education; 13 – higher education.
The priority of the health care industry remains the creation of conditions to ensure the right of every resident of the region to affordable, high-quality and patient-oriented medical care. For this purpose, a capable network was formed in the region and the Khmelnytskyi Hospital District Development Plan for 2023-2025 was developed.
To ensure territorial accessibility to high-quality medical and rehabilitation care for the population, the Khmelnytskyi hospital district is divided into three hospital clusters – Kamianets-Podilskyi, Khmelnytskyi, Shepetivskyi districts and is considered as a single medical space with a capable network of health care institutions, coordination of ïx activities and compliance routes of patients during planned and urgent hospitalizations of patients for the provision of medical care according to the most priority nosologies.
There are currently 87 institutions operating in the network of communal health care facilities in the region: the regional center for emergency medical care and disaster medicine; 32 institutions for the provision of primary medical care, 44 institutions for the provision of specialized medical care, 7 special regional ones (forensic medical examination bureau; centers for blood, patho-anatomical, information-analytical and medical statistics, medical and social examination; specialized children’s home, children’s sanatorium “Dniester”).
The issue of social protection of residents of the region is under special control. Last year, 2 billion 321 million hryvnias were allocated to more than 80 thousand families at the expense of subventions from the state budget for the payment of state aid and compensation. More than 44,000 families received housing assistance for internally displaced persons (hereinafter – IDPs) in the amount of 1 billion 897 million hryvnias.
There are 27 boarding houses in the region, where 2,330 citizens receive services, including 620 IDPs. During 2023, 272 people were placed in residential institutions, of which 162 were IDPs, which is 59.5% of the number of people settled in institutions.
38 children’s and youth sports schools in the region provide conditions for harmonious education, physical development, full recovery, meaningful rest and leisure for children and youth, self-realization, acquisition of healthy lifestyle skills, training of athletes for reserve sports. The regional school of higher sportsmanship, the regional center for physical culture and sports for persons with disabilities “Invasport”, the regional center for physical health of the population “Sport for all”, children’s and youth sports schools of physical culture and sports associations “Ukraine” also operate in the region. “Colossus”, “Dynamo”.
As of January 1, 2024, there are 23 museums operating, of which 5 are under regional control, which store museum collections and museum objects belonging to the state part of the Museum Fund of Ukraine, 2 state historical and cultural reserves, 987 club facilities, 726 libraries, 58 art schools, V. Zaremba Khmelnytskyi Professional College of Music, Kamianets-Podilskyi Professional College of Culture and Art, Regional Scientific and Methodological Center of Culture and Art, Regional Philharmonic, M. Starytskyi Music and Drama Theater and Academic Regional Puppet Theater. 5,395 people work in cultural and art institutions of the region.
In order to popularize tourist facilities and improve access to information about the Khmelnytskyi region, presentations of tourist potential were held on 37 information platforms of the region (site, web portal, game application, etc.), and the official tourist and information sites of the Khmelnytskyi Regional Military Administration and the sites of territorial communities aimed at popularizing tourism.
One of the innovations of the modern tourism industry is virtual tourism. Information about the tourist opportunities of the region is displayed on sensory information kiosks in the city of Khmelnytskyi, QR codes have been developed, with the help of which tourists can familiarize themselves with the history of the attraction, bilingual tourist signs and informational safety signs have been produced and installed. There are 4 tourist information centers in the region.
In order to finance environmental protection measures, special funds are formed at the state and local levels (environmental funds), which are filled at the expense of the environmental tax, which in its essence is compensation for damage caused to the environment.
As a summary, the main goal of the region’s leadership is to improve the quality of life and well-being of the population, by ensuring positive structural changes in the economy, increasing its competitiveness, as the basis for a balanced growth of standards and indicators of economic development.
